There has been a huge focus on getting ArcGIS maps into Google Earth, but I’m beginning to see the value of getting a KML file converted to shapefile or at least GML.

If you download a pre-compiled (binary) version of MapServer, it will already contain both GDAL and OGR - just check the README or other documentation to determine which version(s) it contains. I think at this point with ESRI OGC support usually limited to an ArcGIS extension, someone needs to step up and write some tools for GIS professionals to integrate OGC support into their ESRI workflows because ESRI doesn’t seem to think it is a priority.
